Maksym Levytskyi graduated from the National University of Water Management and Natural Resources Use in Rivne, Ukraine, as Hydraulic Engineer in 2007.  

He began his career as Engineer in the irrigation and ecology group, where he was involved in the development of feasibility studies for mini-hydropower plants and in execution of detailed drawings for artificial reservoirs for projects in Ukraine and abroad.

Then he worked in the land management and cadastre department, also holding a part-time engineering position, and was later appointed as hydraulic engineer in the land management and land evaluation department.

Since 2013 he has been working at Ukrhydroproject, where he has participated in the design of many hydro power projects in Ukraine, Poland, Vietnam, Kazakhstan, Georgia and other countries. He was involved in the design process for the largest PSP in Europe – Dniester PSP(Ukraine), as well as for Tashkyk PSP (Ukraine), Mtkvari HPP (Georgia) and for the rehabilitation of all HPPs operated by Ukrhydroenergo PrJSC.

In 2023, he was appointed as Chief Design Engineer for Porabka Zar PSP in Poland. He was responsible for coordinating and managing the basic design and detailed drawings stages of the reconstruction works. Since 2025, he has successfully held
